On Tuesday, June 3, the REALTOR® Alliance of Greater Cincinnati (RAGC) Advocacy Committee proudly stepped forward to support an innovative step in tackling Cincinnati’s housing shortage: the modular housing pilot championed by Councilmember Mark Jeffreys.
Advocacy Chair Heather Kopf (Kopf, Hunter & Haas) and Committee Member Ellie Reiser (Comey & Shepherd) both delivered in-person comments before Cincinnati City Council, highlighting RAGC’s strong support for the initiative and the urgent need for bold housing solutions. Their remarks emphasized the potential for modular housing to accelerate construction timelines, reduce costs, and bring high-quality, attainable homes to more Cincinnatians.

Good afternoon, Councilmembers. My name is Heather Kopf and I serve as the Chair of the Advocacy Committee for the REALTOR® Alliance of Greater Cincinnati, representing over 5,700 real estate professionals across the region.
On behalf of our members, I want to applaud Councilmember Jeffreys and the City for advancing the modular housing pilot project. This is exactly the kind of innovative, solutions-oriented leadership our community needs right now.
We are facing a significant housing shortage in Cincinnati — one that demands new tools and new thinking. Modular construction offers an opportunity to build smarter, faster, and often more affordably, without sacrificing quality or community character.
RAGC is proud to support this initiative and we stand ready to assist the City as a partner — connecting developers, homeowners, financial institutions, and neighborhoods to make this pilot successful and scalable.

Good afternoon, Councilmembers. I’m Ellie Reiser, a proud member of the REALTOR® Alliance of Greater Cincinnati 2025Advocacy Committee.
We’re here today to express our strong support for the modular housing pilot project and to thank Councilmember Jeffreys and City leadership for recognizing the urgency of Cincinnati’s housing challenges — and responding with bold, practical innovation.
At RAGC, we believe modular construction can be a game-changer. It has the potential to reduce costs, shorten construction timelines, and provide high-quality homes in neighborhoods that need them most.
We also see this as a chance to build public confidence around new housing solutions — to show that attainable, well-designed homes can be delivered efficiently and thoughtfully.
