RAGC Supports Innovative Housing Pilot to Address Cincinnati’s Housing Crisis

The REALTOR® Alliance of Greater Cincinnati (RAGC) proudly supports Councilmember Mark Jeffreys’ motion to launch a modular and manufactured housing pilot project on city-owned lots. With Cincinnati facing a critical housing shortage, this initiative represents a smart, innovative step toward creating affordable and sustainable housing options for residents.

The motion calls for two pilot developments—one downtown and another in a neighborhood outside the urban core. Modular housing, where much of the construction is done off-site in a controlled factory setting, reduces costs, shortens build times, and minimizes environmental impact compared to traditional construction methods. Cities like Columbus have already embraced this approach with success, and now Cincinnati has the chance to lead with innovation.

A vibrant housing market is vital for a strong local economy. Housing development creates jobs, attracts businesses, and supports the tax base that funds critical public services. For every 1,000 new housing units built, the local economy benefits from millions of dollars in economic impact and thousands of jobs. By supporting this pilot, Cincinnati can test the waters and pave the way for larger-scale solutions to address housing shortages.

RAGC believes this motion is a strategic and forward-thinking opportunity to tackle our city’s housing needs, revitalize underutilized spaces, and ensure Cincinnati remains a thriving, inclusive community. We urge the City Council to approve this pilot project and take a bold step toward solving our housing crisis.
